In fact, secret CIA documents show that the real reason he wanted to conquer America (besides hating Freedom and apple pie and puppies and baseball) was to make it part of the Soviet Union. That way, when the Mexicans illegally immigrated to America, they'd actually be illegally immigrating to the USSR, and they could make him more tacos.
